Arsenal and Manchester United may be great fans of Xavi Simons, but Manchester City apparently has the best chance of landing him, with rumors of a player-plus-cash deal.
Following a great season at PSV, Simons has continued his development by joining RB Leipzig on loan this season. The winger has not been as prolific, but he has eight goals and 12 assists in 35 appearances while in Germany.
During his time in the Bundesliga, Simons drew the attention of both Manchester United and Arsenal.
Erik ten Hag is a tremendous fan of his Dutch compatriot, and Arsenal set their sights on him in January following numerous successful spying missions.
However, Arsenal and Manchester United may miss out on Simons’ deal with Manchester City.
According to CaughtOffside, Simons’ parent club, Paris Saint-Germain, will try again to sign long-term target Bernardo Silva this summer.
To’sweeten the transaction’ for City, PSG is willing to include Simons in negotiations. This might result in PSG paying a hefty sum and sending Simons to the Etihad to make Silva their flagship signing.
While Arsenal and Manchester United were the first Premier League teams to be associated with Simons, City are also aware of the 20-year-old’s abilities.

According to the article, Pep Guardiola recognizes Simons as one of an elite group of U21 players with the ability to play at a world-class level. Guardiola believes Simons may assist Phil Foden in replacing Kevin de Bruyne, if the Belgian departs for Saudi Arabia this summer.
Moving to City would allow Simons to play for one of the best managers of all time, Pep Guardiola, while also challenging for regular prizes.
Despite this, he would be furious if PSG included him in a swap deal for Silva.
The Ligue 1 giants permitted Simons to join PSV on a free transfer in the summer of 2022 after learning that he would have little first-team appearances.
However, PSG retained control over his destiny because the purchase included a buy-back provision, which was activated just over a year later.
PSG persuaded Simons to rejoin the club by promising him consistent playing time in the 2024-25 season after he returned from his loan spell at Leipzig.
However, it appears that the Netherlands international will never be given the opportunity to play regularly for PSG, as they are already intending to transfer him as part of their bid to sign Silva.
